COP28 Summit 2023: Turning Methane Pledges into Action and Integrating Climate Goals with Sustainable Development

The COP28 climate summit in 2023 marked a significant step forward in the global response to climate change, with a particular focus on methane emissions and the integration of climate action with Sustainable Development Goals (SDGs).

  1. Methane Emissions Focus: The summit emphasized the urgent need to address methane emissions, the second-most prominent greenhouse gas. Over 150 countries have pledged to reduce their methane emissions by 30% from 2020 levels by 2030, but the challenge lies in translating these commitments into concrete actions. This includes providing financial support for developing countries and establishing national regulations over methane-emitting sectors such as oil and gas, and agriculture​​.
  2. Global Initiatives and Partnerships: The World Bank announced the launch of a fund for detection and cleanup programs in major methane-emitting developing countries. This initiative is backed by independent oil companies among others. The U.S. and China, two of the world’s largest emitters, are playing key roles in promoting these efforts. China, in particular, announced the inclusion of methane and non-CO2 greenhouse gases in its 2035 national climate plan, a significant step towards transparency in global emissions​​.
  3. Regulatory Advances: There have been significant regulatory advancements in controlling methane emissions. The European Union agreed to set methane emissions limits on Europe’s oil and gas imports from 2030, pushing international suppliers to reduce methane leaks. The U.S. and Canada are also expected to announce new methane regulations, with Canada targeting a 70% cut in methane emissions from the oil and gas industry by 2030​​.
  4. Integrating Climate Action and SDGs: A key aspect of COP28 was the integration of climate action with the Sustainable Development Goals. It was acknowledged that achieving the 17 SDGs is significantly impacted by climate change. A strong outcome at COP28 is seen as crucial to support both climate action and the sustainability agenda. This includes the goal of mobilizing $100 billion per year for climate finance, which is essential for supporting sustainable development and climate action​​.
  5. Political Momentum and Stakeholder Engagement: There is growing political momentum for integrated solutions to the climate and SDG crises. Both the G7 and G20 have recognized the importance of pursuing these synergies. Stakeholder engagement is also increasing, with dialogues being held in connection with Regional Climate Weeks and other climate and SDG processes. The conference highlighted the need for renewed leadership and political commitment to speed up action on both the SDGs and Paris Agreement goals​​.
